Concepts and Tools for Strategic Regional-Company Policy: Methodological Framework
This paper presents the first methodological results obtained during research on "concepts and tools for strategic regional policy". The basic ideas developed include an integrated regional-company economy approach, modeling of long-range competitiveness and technological impacts, strategic focusing on a sustainable economic-social-ecological balance, and a broader application of computerized analytical tools for strategic policy goals. The Strategic Regional-Company Policy is analyzed using four basic levels of methodological knowledge: philosophical, conceptual framework, tool models, and case study examples.
The paper was presented at the workshop on Strategic Regional Policy in Warsaw, Poland, December 1984, which was organized by IIASA and the System Research Institute of the Polish Academy of Sciences
Time-Saving Strategies in Technology and Management
The growing role of the time factor in problem solving is becoming universally recognized throughout the world. At the same time, this problem remains insufficiently explored particularly in the strategic aspect. This paper describes the general outline of one of the most actual issues connected with the time saving impacts of the modern high technology revolution. The main purpose is to deepen understanding and show the interdependence between technological and managerial capabilities in the time saving aspect. Of course, radical strategic technological changes require the adequate responses from management systems and manager's personal skills. In their turn, technological changes strongly depend on the improved technique of the analytic possibilities, including the improved technique of the analytical approach as a result of international experience, could be considered to maintain the efficient interaction between technological and managerial capability
Institutional Frameworks for Regional Decision Making in the USSR
This paper is a revised version of a presentation given by A. Kochetkov in an IIASA workshop on Regional Consequences of Large-Scale Energy Projects in February 14-16, 1983. The results from the project with the above title are now being edited as a book. The present paper provides important background information to this planned book
Magnetic polarizabilities of light mesons in lattice gauge theory
We investigate the masses (ground state energies) of neutral pseudoscalar and
vector meson in lattice gauge theory in strong abelian magnetic field.
The energy of meson with zero spin projection on the axis of
the external magnetic field decreases, while the energies with non-zero spins
and increase with the field. The energy of meson decrease
as a function of the magnetic field. We calculated the magnetic
polarizabilities of pseudoscalar and vector mesons for lattice volume .
For with spin and meson the extrapolations to zero
lattice spacing have been done. We do not observe any evidence in favour of
tachyonic mode existence.Comment: 9 pages, 13 figure

Structural Modeling as a Tool for Strategic Regional Policy
There is a great need to develop tools for the treatment of information used by experts attempting to solve strategic policy problems. This paper describes special techniques based on interactive computer usage which enables one to analyze interrelations between objectives, problems, conflicts, functions, decisions and organization. Such a technique is called the STRUctural Modeling system (STRUM). The application of STRUM to formulate a strategic policy for the long-term development of a territorial production complex is considered. This paper also suggests some methodological procedures on how to use STRUM for the solution of other strategic regional policy problems
